I have read before that citizens of the US need to declare on their website that they are Amazon affiliates. Is this also true for citizens of other countries such as Canada or Australia if we are memebers of the Amazon.com affiliate program?

I do have a disclaimer but I could not find anything in the affiliate relationship docs with Amazon that stated that.
I live in New Zealand, and I'm not aware of any law about disclosures for Amazon Affiliates, but I will check it out. But I've included an Affiliate Disclaimer on my website, not because of any law, but because I want to be open and transparent about everything I do. I'm committed to building a meaningful relationship with website visitors and this is one of the ways I can do that.
I would get clarification from Amazon, not from people here at WA. Search their user support forums for the answer.
