Did PayPal closed your account without granted your acknowledgement? Normally they will contact you first for the issue, so you have to provide a clarification for the situation! I hope can hear more from you, if I could help, definitely I am glad to help you out! :)

Yes, they asked to provide information and documentation first, but as I told I couldn't provide all that they asked, so my Account has been permanently closed..

So sad to hear that! But may I know what account that you used in PayPal? A business or personal account? Before using their service, first make sure that you already read their user agreement thoroughly!
They need documentation for almost everything Sanita, no matter what business you are operating. Unless you are using PayPal as a Buyer, then you are safe for this kind of situation! If you do not have any documentation, then you are advised to choose another payment gateway since PayPal may not suitable for what you are doing! :)
But what about your own experience by doing Affiliate marketing, did you ever have had an issue with documentation?
Well I don't have much experience for affiliate marketing, but I did have issue with PayPal documentation. It would depends on what payment gateway you are using! :)

1. There are certain countries where WA does not offer starter account. >>> Countries Excluded From Free Starter Member - Complete List 2. WA Commission is paid through Pay Pal.

That was a personal account.
