Yes. There are lots of ways - you could use specialist funnel software like clickfunnels or you can build a capture form using your email auto responder (such as Mailchimp) and then embed that form on your webpage.
Not really possible to describe it step by step because it depends what software you use and more importantly what you want to achieve after someone has given you their details.

Easy Sign Up Plugin I use easy sign up plugin because it is free, when my website is earning I will maybe do aweber
Marion did some good training on it above, I didn't do the other pages she suggests at the moment, just use it for collecting emails
click the honeypot option with it to help prevent spambots signing up false emails
