Many folks are taking the negative aspect of this and running wild with this. The article you refer to does give reasons why this has occurred and it tells what can be done to get around it. It comes down, once again to producing quality content and to stop putting so much focus on SEO. Exact Match Domain sites will not be affected as long as they deliver forth what Google wants of them ... quality content geared to the human, not the machine.
I myself am very glad this was enacted. I didn't feel that way at first and shot off comments about it. It was short-lived after reading this resource...
