Yup. If it is your passion or main insterest, it is a niche. You can do both on one site or do two separate sites. Wish you the best Omar!

Programming is actually quite broad for a niche I think, you could even dive in deeper then that, for example:
programming in php
programming apps
programming software
programming in C++
well you get my drift I think
same goes for game development, you could look into:
mobile game development
strategy game development
and so on.
Both things you name are niches, and you can choose those, I only showed you that you can always dig deeper into a subject to get even more targeted niches :)
