If you use SiteRubix system for your websites than the initial setup is fast and easy. You do not require any experience with WP. Following the Certification courses should get you there. Also many resources are available here on the WA site under the WP channel.
Setting up a theme is in the basic sense, just a matter of clicking the design you like.
Ofcourse, if you go into creating your own personalised designs on a programming level, things get more complicated and will take more time, but on a basic level you can create a website here on WA in just a few clicks.
That what really counts though is the content, the stuff you write on your new website.

After I selected a site name and created my blog, I would like it to be in "draft" mode until everything is setup and I have a few posts on it.
Please advise what the status
You could also save it elsewhere, and then copy/paste, hit publish immediately when you feel like publishing.
