Hi mlplustf. I just wanted to mention one more thing. The healthier your site is, the more likely you are to get accepted by affiliate programs. You can check the health of your site here:

Hi mlplustf. In my experience, once your website has a decent amount of content, and you are adding new content regularly, this is the time to apply. Also, the more comments you receive from others on your website will increase your chances of getting accepted into an affiliate program. If for some reason, you get a rejection, this article may be of some help: What To Do When Getting Rejected From Affiliate Programs
You can sign up with the Affiliates at any time. I will caution that Amazon requires you to make a sale in the first 180 days or they will shut your account down. You can, however, reapply. It does take some time to get accepted into some of the programs so you could always sign up and wait until you get a few more posts up before you start using affiliate links.
That's my take on it anyways.

That comes in Level 3 of your training, so it's coming up soon! First get traffic, then look to monetize.

The affiliate programs you join will depend on your niche. Have you started your training yet? I see that you are still a starter member, so I'm not sure where you are in the courses yet.
Once you get your website up, get some content on there, and get some traffic to your site, then you should start looking for affiliate programs. Here is a training that teaches you how to find relevant affiliate programs to your niche: How to Find Relevant Affiliate Programs Hope this helps!

I have about 2 hours a day to dedicate to WA and my website so it may take me a little longer than others to get thru the courses.
I'll check out the link regarding affiliate programs.

BTW, actually, 2 hours a day is pretty good in my opinion! If you can dedicate that much time, I think you'll make progress pretty fast.
