You can go on Dashboard > Appearance > Menus
From there you can decide where to publish the page (header or footer or any specific menu you created)

First of all check in your templates. II I want to publish a template I always make a copy . However as Frank says it will be in your WP back office. Open all posts or all pages and look at the top for published articles. If you want to change it open it up by pressing edit under the title and then change it and click update on the right

It enables server cache, so once a post or page from your site gets served it happens quicker the next time around.
Give the extreme setting a try. If it negatively affects your site then you can use the regular speed setting.
