It is best to read through the terms of service for all social sites and really any site that you may be a member of. It can save a lot of headache later when something like this happens...
Without knowing the exact incident cited, it is hard to say what the violation may have been. There are a lot of things that can get you into trouble, most of them are prohibited for good reasons...
There is likely a procedure to go through to request reinstatement of the account, or maybe that person will just have to open a new account under a different name...
His misfortune can save a lot of others from getting into trouble, so it is nice that he is sharing what has happened to him. I have heard that having a business account is better for ads than a personal account....

What makes shutdown of facebook ads account?

Usually for spamming FB groups etc.
They can shut down your AD account sometimes when you have breached their policies, but you can usually get it reinstated if it's an honest mistake. Dave, below has given some good advice ;-)
