I'm pretty sure you can use whatever site you want to build your website. Just make sure you get in good plugins like seo and those wonderful stuff. Details are important. The basic certification courses are for those who are starting out and know nothing.

Yeah, just like Dance said. You can use Dreamweaver or whatever you want. You can even use WordPress and mess with the code I would say if you know what you are doing. WordPress is just a super simple one for those who don't know what they are doing.
