Regarding ranking of your usual posts and pages this cannot possibly be true. I have posts outranking Wikipedia and Amazon, blogged about this earlier. But I know nothing about this SSL issue.
Google is changing that up in 1Q2017. They will start penalizing pages without SSL technology. It was announced a couple of months back in order to give businesses time to purchase their SSL.
No, the exact dates have not yet been announced. I asked a similar question previously, and I got this response: An Important Google Update
Yes I think I had read that one too. Hopefully it will be before the end of the year is over.
