As far as I know, WA only has the 2 tiers. That doesn't mean you can't host elsewhere, it will just be the same price either way as far as WA goes.

It's a decision between community and training vs saving a little money...I'd argue that going annual makes it worth the price...Annual makes it $29 a month and Black Friday special makes it $25...that's a decent price for what you get even if you don't use the hosting. The only catch is you pay it all at once instead of monthly.

Seriously, that's not a good way of checking the hosting quality, Jack. Just about any hosting provider that's not on the list of their "recommended hosting" is going to come up short.
Go to https://tools.pingdom.com/ and check the page loading speed using a server near to where your visitors live. You'll get an unbiased report.
To answer your question, the hosting is free as it's part of the package.

I ran a lot of tests with https://www.webpagetest.org/ and https://gtmetrix.com/ and that's why I had to do a lot of optimisation as the server response time is always less than B-. Once I added more images and content, the FTB even dropped to D.
I had a lot of conversation with WA's site support before about a lot different things and 2 things that made me feel uncomfortable are: CDN is not supported and deprecating version of PHP 5.6 is being used.
However, as you said, considering hosting is free as it's part of the package. I guess I should not complain about that.
