If you are talking about posting to your own personal profile then no it doesn't cost anything.
However, a lot of social media sites are starting to try to monetize their sites with advertisements. These advertisements cost money.
"Other sites" is a fairly large category. The internet is the wild west and as such you can find anyone doing just about anything to get links on other websites. A good rule of thumb is to avoid paying for links on websites to boost your websites SEO.

Yes it does cost. I recently did what I call the Facebook experiment and placed an ad on there that cost me $36 for two days. The experiment failed. I got 67,000 hits but only 163 likes and no sales
