Deborah, you don't have to be a Premium member to build your niche website to generate money. However, you will only get access to all the tools and resources as a Premium member, free members only have access to certain resources.
If you are not completely sure, just continue as a free member as you can upgrade at any time. Also, if you do decide to upgrade to Premium, you can cancel any time. So no need to decide right now.

No...you can do a quite a bit with the free option. That said, there's a whole lot more you get if you go premium. My recommendation is test it out on the free mode and determine for yourself if it's right for you. If you get stuck just ask and someone will respond.
