You're not trying to rank for your about-me page, so I whether or not that page ranks doesn't matter. It won't affect the overall "SEO" or rank power of your site, so copying over is fine IMO. That being said, it's really not that much work to re-write a new page, and I always try to make content unique for my own sites.

I was thinking that the ranking for my website AS A WHOLE would decrease. But, of course, it's PAGES that are ranked, not websites. Or are they? (I guess that website HOMEpages are ranked--because they're pages too. Right?)

In general, yes, it's pages that rank, not websites. If your site is full of copied pages, that could affect your overall site, but one a few similar pages won't make a difference.

You do not need an SSL certificate. You are not personally collecting anyone's data. Your privacy policy is there mainly for if you use Adsense.
