You can sign up for whatever affiliate network you want to.
If you are asking about Amazon, I highly recommend signing up for Amazon dot com which is the American Amazon, simply because Americans use their Amazon more than any other country at this point in time.
However, Amazon insists that your website has traffic before they will accept you as an affiliate, so you may need to wait if your website is new.
