Your thoughts are generally correct.
It is supposed to be a filter to show only your referrals activity. However, at times other members activity seem to get through the filter too
Is there anyone here, who has a german website (or other language than english) and used the Keyword Tool here or Jaaxy?
I kind of get the feeling, that it's not working
Perhaps another way to do it is to search for English keywords and then once you have them, translate the words into German:

Or go to http://Google.de and search for keywords manually and/or test the words you translated at Babelfish to see the .de search results.

My problem is, even when I use keywords that are in the "suggested list" from google.de, the research tool shows less than 10 searches. So I'm not sure, if I should use it as a keyword, because it's in the suggested list by google, or if I can trust the keyword tool, that nobody is looking for that keyword
Have you tried the Google Adwords Keyword tool. You will need to create a free account, but you don't have to place ads. Be sure to select German as the language for your search.

The Google tool shows the number of searches as an average figure over a 12 month period. Bear in mind it will only include searches in the Google search engine. It does not include results from Bing, Yahoo, Yandex or any other search engine.
WA and Jaaxy both show more RECENT search results from all the major search engines.
