If you want to make a inactive category with dropdown
from edit menu section go to
1 -custom link
2- write there any link Example http//:sjhdfsf.com
3 - then write title you want then
4- add to menu
5- open custom menu after added and delete the link then
6- save menu
7- add any subcategory under the custom menu
