I asked this problem to help center and they helped me to solve that problem. Just let them handle that. They are super fast too.
Yeah, I have installed both astra and elementor, it says importing and I waited like 30 mins but no change at all.
First thing to try is a different browser. Its known that Internet Explorer or Edge can cause it to hang.
sounds like you might need to go to Site Support and ask them the question, there may be a valid reason why you can't do that
