Sounds like you need a CRM (Customer Relationship Management) system that can integrate into WordPress. Salesforce and Hubspot might be good places to start.

Actually I think a workflow plugin would be a better fit based on my understanding of your question. If that's correct, either of these plugins may do what you want:

I've not used either, so I cannot give you any first hand experience, but it may be worth checking them out.
