You will be learning to post html image ads so something to make a simple text image is needed. Word or an equivalent will work for this starting out but something a little more advanced will make things easier.
Banner creators work great for this and I like Xheader. I also use photoshop (mostly for sizing images) but only because I already had it... I don't think I would go out and buy it just for this (even now) because it is rather expensive and is not really needed. It is nice though...

@ Peter Y, I would suggest running CCcleaner first before logging on to craigs and posting any ads. This will give you a clean slate. Then after you are done posting on craig go to the cookies in CCcleaner before running and you will see both of them. Save the post.craigslist.org and leave the other to be deleted. It is best to do all of this on a new user account this way you will not eliminate any cookies that assist you with any online banking or cc cards bill paying etc.
