On this screen locate the picture you want to re size and highlight it, then click open.


In the screen below you will see I now have my picture in my paint program and it is ready to be re sized.


Next click on the word re size above the picture.

Yes and it is a free option.There are many options out there. I like paint because it is fast and easy and on most computers.
