To create good content and be consistent, you must have a good tool with you. The one that I use is Canva (www.canva.com).
This website gives you the opportunity to create Instagram post with the right format.
You don't have to create an account if you already have a Facebook account or Google account. You can login with one of these.
Once you are logged in, you can choose ''Create a design'' (Sorry my page is in french)
And choose ''Instagram''
Once you have clicked, you will be able to choose a design, colors, text, etc. To personalize your posts. If you really want to be consistent, I suggest you keep the same model for all of your posts so that people can relate and they will know it is your post when they will see one.
One thing that is cool with Canva is that once you have save your first post for example, it keeps it in mind so next time you come, you can use it again and just change the content for a new post. You will find your design under ''All Your Design'' (if I'm not wrong because again, my page is french).
Let me show you an example of ''model'' you can have to be consistent :
My subject was Motivational Quotes and I decided to keep it simple and clean. This way, I can create many posts in only 30 minutes and I have all my posts for the next 10 days (for example).
You can choose to have different models for sure but make sure you have something in common in all of your posts so that people know it is you AND you will show consistency, professionalism.
Once your posts are ready, keep them with you in your cellphone and try as much as possible to post them in hours that are similar day by day, this will be even more consistent!

I'm absolutely blown away by how detailed you've made it:
- Regularly switching up the profile bio / link to avoid "visitors fatigue", that's something I did not know for example.
- Comment per hour limits, DMs per week limits: Also, I didn't know this, and this is VERY important to avoid being banned (and losing all the hard work).
- Hashtags: Just this info alone that you shared on #hashtags is extremely valuable! I like how in your strategy, you're using a healthy mix of competition. (Thanks for sharing the competition numbers, too, that's very helpful!)
Side note: I have made the same experience as you with hashtags, where simply adding more tags didn't increase visitors / likes / comments. So I agree with you that hashtags is really about finding the right ones, instead of using more ones. Your suggested mix looks like the best strategy to me!
