The arrow below shows how you copy the Permalink.
You've copied url of the permalink and not the permalink perse. Haha...lol :
PASTE the perma-url to the Privacy Policy by highlighting it in the Text form. Make sure that you don't place it in the Visual form.
Examine closely how the link is placed in the Text Form:
We may recall that all 'links and images' are copied and pasted in the Text form and not Visual.

Another way of doing that is to create a menu, I normally called it 'Legal' and use the Custom Menu widget to place it to the footer.
