What is the european Cookie Law?
The EU Cookie Law protects the privacy of consumers and readers. A privacy legislation so to say.
1. It requires websites to get consent from their visitors to store/retrieve information on a device, whether it be pc, tablet or smartphone.
2. It is designed to protect your online privacy,
3. It informs consumers of how their private information is collected and used online.
4. It gives them a choice to leave or to opt-out.
The EU Directive was adopted by all EU countries in May 2011. And each country of the European Union adapted its own laws to comply with the new directive. It also means that each country has somewhat a different interpretation and legislation of the so called "cookie Law" due to languages in the first place.

I am so new to all this the question is legitimate...."usubscribe" could perhaps be short for "you subscribe"....since everyone now wants to abbreviate or initialize the English language!!
