The progam is called Ezgif.com and is free and unlimited to use.

These are the steps:

1. Go the Ezgif

2. Upload a video or use an URL

3. Set the timer

4. Create GIF

5. Add Overlay - a button, you can make one here

6. Download

You can also add additional text if you want to, and when you click on "frames" you can skip to shorten or copy frames to extend the gif.
