I hope you found this list of 25 free and safe image sites useful. I spent several days researching free image sites, and I went through every single one, carefully reading the Terms of Service and license. However, I have a warning:

These sites are safe and free to use at the time of this writing. So, I would highly recommend you read the TOS and license yourself, just in case they changed (which could happen at any time). Play it safe and do a quick read-through of the legal stuff yourself. If you’re in a hurry and don’t have time to read the whole thing, press CTRL + F on your keyboard and start typing in the following: (“liable”, “liability”, “indemnify”, “indemnification”, “as is”) if nothing comes up for those terms, you should be safe. Nonetheless, if I were you I’d still read the whole document no matter how boring. Thankfully, they’re usually pretty short on the safe sites. Most of the time it’s the unsafe ones such as Pexels and Pixabay that have a really long TOS.

Actually, Unsplash is one of the "free" image sites that isn't safe to use. Read section 12 of their terms: https://unsplash.com/terms

These other 25 sources I list here should have you pretty much covered. Once you see what some of them have to offer you won't miss Unsplash much. :)

Actually, Pexels is one of the sources that is unsafe to use. Read their Terms of Service and you'll see.

I've found some great photos there as well, but unfortunately had to skip them. (I don't even look on unsafe image sites anymore).

Just because it says it's safe, doesn't mean it is. All the big free image sites SAY they're safe, but in reality almost none of them are.
