When I go to scale my picture in featured image, it just stays the same size as the picture I uploaded on the website page. It will show it being smaller in the featured image
Your featured image will be whatever size is dictated by your theme. You should resize your images BEFORE you upload them. Large images can slow down your website's loading speed. See Resize and Insert an Image Where You Want ~Marion

I went and had a look at your theme. Doesn't seem like it. Integrate your Name and tagline into your logo...
Otherwise some more techie type person could help. I don't know.
It depends on your theme. Some allow both. Some allow the picture to override the text. What theme are you using?
