Or do I purchase the domain name and transfer to WA?
Since WA is not a domain name registrar, you cannot register your domain name through WA. You'll need to purchase it through Namecheap (my favorite), GoDaddy, 1 and 1, or some other registrar. Prices vary a bit between registrars but will usually be in the $10-12 per year range.
Once you've purchased a name from the registrar of your choice, you'll need to point the domain's DNS settings to WA's servers in order to host your site here as part of your premium membership. The hosting for up to 25 personally-owned domains is included in WA's premium membership but domain name registration is not.
