Should I be adding this phrase to the top of every blog I post to ensure that I own all rights to my material?

Since you are in the US, you can just put the copyright logo at the bottom of each page. Most people just include that in the theme footer. Google will know it belongs to you because it will be posted first on your site, so if someone scraps it and uses it online, you can report them for doing so.
