Does AI need a watchdog? ChatGPT thinks so

In a new blog post, three of OpenAI's top executives—CEO Sam Altman, president Greg Brockman, and chief scientist Ilya Sutskever—call for the establishment of a global body that would oversee and regulate the pace of the development of "super intelligent" AI systems, which they say could present an "existential risk" to humankind.

The OpenAI execs suggest some fascinating steps by which such a global organization might track the pace of AI development: "Any effort above a certain capability (or resources like compute) threshold will need to be subject to an international authority that can inspect systems, require audits, test for compliance with safety standards, place restrictions on degrees of deployment and levels of security, etc.," they write in the blog post.

Of course, there's great disagreement, even in scientific circles, over the long-term "alignment" problem posed by AI systems that are far more intelligent than human beings. Some brilliant people, including AI "godfather" Geoffrey Hinton, believe there's a high risk that super intelligent systems might, in the not-so-distant future, deceive and even destroy human beings.

On the other hand, Turing Award winner and Meta chief scientist Yann LeCun believe that humans will continue to have complete control over how AI systems act.

It sounds like some scientific movie, right?

However, it does raise the question, "Does AI need a watchdog?" -- so I asked ChatGPT that very question. Below is the response I got from ChatGPT after that prompt.

  5. Ethical considerations: AI can raise ethical dilemmas, such as the potential for job displacement, autonomous weapon systems, or invasion of privacy. A watchdog can evaluate the ethical implications of AI applications and provide guidance or regulations to address these concerns.

By having a watchdog, society can strike a balance between harnessing the benefits of AI and safeguarding against potential risks and negative impacts. The watchdog's role is to ensure that AI systems are developed, deployed, and used responsibly, ethically, and in the best interests of individuals and society as a whole.

Hi Mike, the idea is to use AI responsibly. If there are laws and regulations, I am all for it because I am a black-and-white-minded person with no gray. I obey the laws of the land. It is how I was raised. I even obeyed my parents. If I disobeyed them, I got disciplined. It's possible that these technologies can get into the wrong hands, and people will use them for evil deeds. That always has been the case when new technology popped up. When the Internet started, scammers and hackers immediately went to work. Before the Internet, they did it by snail mail. They will seize any opportunity when new technology arises. They use gadgets to steal people's credit cards and many other things to commit a crime and get away with it. Thanks for sharing. I agree, Mike. There needs to be a way to monitor AI, regulations about it's use and a way to intercept those who are misusing it. I think mostly everyone needs to try to exercise good judgement when using it or dealing with what AI produces.

I fully agree that AI needs to be closely monitored and regulated, ideally by a single international organization that every country can join, similar to the United Nations, but with a more focused agenda that is centered around all forms of AI.
