I'm not sure what you exactly mean. If you mean making websites for other people and making money from it then you can watch this training Building Websites for Clients . It will be recorded soon.
No when you became an affiliate/publisher, the website is yours but your goal is to drive traffic to your advertiser for sales whereby you receive a commission.
