Okay, full disclosure, I have no idea what this stuff means so I took screenshots to show you what's going on All I did was install the WP Rocket and Imagify plug-ins
you will need to talk to sitesupport to get your plugin the right permissions....
i don't believe you can change them yourself with this hosting

Is there any way to create a contact form that doesn't significantly drop your PageSpeed Insights score? I've tried several plugins including WPForms, Contact Form 7, and Ninja
what about creating one in the block editor
i think there is a block for this and support for the classic editor plugin may come to an end at the end of the year...
so amybe a good time to move over to hte block editor...

Thanks for your help,, Phil. I looked there first, actually. I don't use the classic editor at all anymore. It's possible I'm missing something, but I couldn't find a block for a contact form.
i think on all the other sites i just automatically add in twentig and ultimate addons for gutenberg
this adds a form block in and some extra features
so it is a plugin but only adding in blocks as necessary
Just wanted to leave the answer to my own question (in case someone else has this problem). There's a plugin called HTML Forms - it won't win any awards for the most attractive contact form (it's very basic compared to other contact forms) but it works and won't slow down your site much at all.
