There may be several reasons.
a) First, you may be using Recommendation Ads and they will not appear if nothing relevant is on the page. Better use the other tow options.
b) Another possibility is that you did not do it properly; you have to have blocks of multiples of 4 ads. See more in my training. How to set up Amazon Native Shopping Ads
