Custom URL for your Google Account
- You have 10 or more followers (people who have added you to their circles)
- Your account is at least 30 days old.
- Your profile has a profile photo
- Your account is in good standing
Your custom URL will be preassigned based on things like your name, it may have a few extra letters or numbers on the end to make it unique. You are allowed it change it as long as it’s unique and meets the Google+ User Content and Conduct Policy and the Google+ Custom URLs Terms of Use.
Just so you’re aware, make sure that you like the custom URL before you accept it, because once you accept it you can’t change it.

I didn't try to phone verify my account. Is this something that they offer to you? I just saw many people with these custom URLs and I couldn't figure out how to do it, but once I met the standards above Google offered a custom URL to me.
