Very interesting. I have driven all over the world in my travels and apart from upper and lower speed limits on German autobahns I have never seen anything or heard of any regulations other than the speed limits being the maximum marker by which your speed is judged. In other words that is the maximum over which you should not go, or in Germany the lower limit is the lowest speed on that motorway, but in both cases they are the number used.

Wow! We have some (but very few) roads where there is a minimum speed limit (usually in tunnels) in the UK.
The speed limit is taken to be the maximum indicated speed only.
I think I'd appeal that fine if I were that driver!
