Without knowing the site or more information it is hard to say. Depends on the site. If you know them, where are you uploading the page to etc. etc. Sometimes if it is just their product I am giving them access to I will do it. If it is my website they want access to I have to trust them before I will.
They said that their theme is fine, and they want me to give them my website password and user name. This developer is located on Nepal. I should have got a local developer. Thanks for answering.
I would be asking for a refund and not giving them the passwords. I out source all the time so there is nothing wrong with that just have to be careful. People get taken by local people also.
Just a suggestion but there are good people on Fiverr that fix wordpress problems. You might get one of them to look at it and fix it for $5. I have used several of them before and some of them do good work. Might be easier then starting over again

Not a good idea to contact PayPal if it is just a technical issue that needs to be fixed. If they are giving you a run around contact Paypal. But if it is just something that needs to be worked through and you contact PayPal and open a dispute it is a mark against that vendor and it might not be their fault. That is not really fair.
Yes, if you getting the run around from someone go to PayPal and open a dispute. If it is anything else at least give the vendor the opportunity to fix it.
