Hi - as far as I am aware, that is up to your bank. WA is based in Canada, so if you reside elsewhere it may be seen as a foreign transaction. I am in the UK and get charged every month.

It's because WA is based in Canada and is another country. Thus you get charged an intentional fee. Everyone not living in Canada will get charged this fee.

Hi - no, other than the AWIN network, but the fee is returned with your first commission pay out.
If you join Awin, they require a $5 deposit that is refunded with your first sale. But I would say most do not have any fee.

No there shouldn't be a charge to apply and get your link. Some companies may have you purchase their product first, but that's what's called a "pay to play" system and it's not very common.
Any reputable affiliate program won't charge you to be their affiliate.
