Below are a few resources I use when it comes to color development for websites -
1) There is a site called Colors On The Web and it has many applications you can use for color design. http://www.colorsontheweb.com
Here's what you can find there...
Under the Color Tool tab you'll find ...
1) Color Scheme Generator - this is a color matching application - always wondered what colors go best together - well this is the tool.
2) The Color Wheel - this application will generate 3 random colors for you from over 16 million colors. This is fun to play with.
3) Color Contrast Analyzer - This tool helps you identify great color combinations - you can come up with the coolest color combos.

With this tool you can do everything from Mono - Compliment - Triad - Tetrad - Analogic - Accent Analogic and Randomize Palette color designing.
