It's hard to answer this properly without knowing exactly what site/ page they sent you to.
But in general, if you want to promote something, you will need to join the corresponding affiliate program. Which could be literally anything from Amazon to ClickBank or a thousand other affiliate programs.
However, you do not have to join an affiliate program to buy something as a consumer. So if they are asking you to join something just to buy, it's probably MLM. Most of these companies jumble the 'business opportunity' and the products together.

Yeah so what this is, is a regular affiliate program. However, like many companies, they run their affiliate program through a third party company, in this case, AvantLink.
So AvantLink operates as a 'middle person' of sorts. They connect you and the vendor and take care of the technical side of making all of the 'affiliate stuff' work.
So you can join AvantLink, then request to promote Chrome Industries from there.
I am not familiar with AvantLink or Chrome Industries but that is the overall gist of things.
I would recommend creating your site and getting some traffic flowing before you apply though, as otherwise they may not approve you. This is perfectly normal though, as long as you follow the training you'll be up and running in no time.
