I agree with Jim. I think the answers are in the below replies. I have not had a lot of success with Clickbank and have not paid for any.

I second some of the things Dale mentioned. Although it might be true that there are a lot of low quality products on Clickbank, there certainly are some gems on there as well. I promoted a very good quality and lucrative fitness program hosted on Clickbank which made me several thousands in profit.
However I do not do any paid advertising because I never really had much success with paid advertising and to a degree I experienced what you have. Maybe I just don't know how to do paid marketing properly, but for me it felt like playing the lottery and never really got the results I expected from paid advertising.
My advice is to work incredibly hard on content creation for the products you are trying to sell and to forget about paid advertising, at least for now. Paid advertising I think should only supplement when your sites are already well established and receiving good organic traffic as I don't think paid advertising is a shortcut strategy to wealth, otherwise everyone would have done so without putting the hard work and effort in.
Saying this I have not seen the site or sites you are driving traffic to. I would like to have a look if you have your websites listed in your profile.
Lot's of the products on ClickBank are pretty low quality & therefore achieving conversions with them can be quite difficult.
Also if you're running paid ads it's important to "warm up" your traffic prior to sending them to an offer which basically involves bridging the gap between their problem & what you're going to recommend as a solution. If you just send them straight through the offer & they realize it involves paying out money then the chances are they'll simply leave the page without a second thought.
And secondly it's also important to make sure your traffic is targeted. Example if you're promoting weight loss products to fitness addicts then the chances are they're already in great shape and won't be interested in your offer... You need to figure out your audience & how to effectively target them otherwise you'll just burn through clicks without any results whatsoever.
And lastly when using paid ads you should also consider capturing lead details so that you can follow up with them. It's possible that at the moment of clicking the ad they're not in a position to buy so by being able to follow up with them later you stand a better chance of achieving a conversion.
thanks
