What is responsive web design you ask. It is is a web design approach aimed at crafting sites to provide an optimal viewing experience—easy reading and navigation with a minimum of resizing, panning, and scrolling—across a wide range of devices (from desktop computer monitors to mobile phones).
In other words, it simply means that you have designed your website or blog in such a way that it is multi-device friendly. It will easily be accessible from PC's laptop's, iPhone's, tablet's or any other Internet based phone. Do this and your viewing audience will increase by leaps and bounds ahead of your competitors that fail to do this.

I found 40 + Free Responsive Themes with Screen Shots included on the site linked to above. You have the option to download and install them, but it is a lot easier to search for the theme name in the admin section of WordPress and install it from there.
