If you're just offering the information and not using affiliate links I think it would be OK to let others know of deals.

To answer your first question:
If you're asking a developer to actually do something on your site then yes, they will need your WordPress login details (not your hosting details - any support for your hosting should be directed to your hosting provider - or your domain details. Domain questions should go to your domain registrar).
However, do *not* give them your own login details. Set up a new user account for them (they will need administrator rights) and then delete their account when they've finished.
Also, after you delete their user account change the password for your account.
(Just two simple security steps - you cannot be too careful!)
I don't know the answer to your second question for sure, but I don't think any rules would be violated.
In general:
You may want to Google for the specific task you want to carry out, naming both WordPress and your theme in the search query - e.g.:
"How to change header image in the Color Blog WordPress theme"
Also, you could go to the Appearance > Customise screen in your WordPress admin area, where you will almost certainly find an option to change the header image (if you don't you should consider changing your theme).

Save your money and just head to YouTube and you'll usally find what you're looking for.
Also simply do a search here. You'll find many members incuding myself have done training on using wordpress.

I need instructions on how to do simple things like replace images. For example, my theme is Color Blog. In the homepage demo is an image of a young women in the upper left corner. I want to remove that image and replace it with an image of a house. How is that done? See attachment below.

Was writing a blog and it vanished. Checked drafts, and the only thing saved was the title.
See screen prints below to discover where your drafts are kept...
Even if you failed to save your Draft it would have been saved in full. Tested it just now and closed the form WITHOUT saving it and VOILA... all the text was saved anyway.

Nothing was saved except the title. Since it was a personal blog, losing it was no big deal. I probably hit a delete button or something. All the text disappeared while adding keywords.
I'll take this as a cautionary lesson to never compose personal blogs or posts at the WA site. I'll use a writing app off site, and then upload the finished work to WA for processing.

Drafts can be found in WordPress too but you need to be clear as to WHERE you were working.
When you stated "personal blog" I guessed you might have been referring to your WA blog.
And... once again, your refer to the WA site. Your website (if that is where you created your blog) is NOT part of WA. It is only being offered to us making it easier to log into our websites.
Your website is a totally separate entity... honest.
So... now I'm guessing you might mean your WordPress website. If so... then open your post or page that you were working in... then scroll BELOW he edit window and look for "Revisions".
There you will find versions of your post or page that WordPress saved as drafts for you at specific periods of time. Maybe one of those revisions will offer you the text you lost.
I can see where this becomes confusing.
I was writing a WA blog, not a blog, or post or article for my website. So it had nothing to do with the Wordpress website. I understand how to recover drafts from wordpress.
However, that option to recover drafts from WA blogs apparently doesn't exist.
Here's a screenshot of what remains of my WA blog attempt. Only the title remains.
That is odd David, simply because while getting those screen prints for you, I tested what I stated BEFORE stating it. Not sure why it did not save for you.
However, making a habit to click on the Save button would definitely be a means of saving your drafts.
