In edit mode, go to your privacy policy page > to edit mode > to top right hand side to "Screen Options". Make sure the "comment" box is unchecked. It will then not allow comments to be made on your page.

i almost thought it was going to work and then i realized it was already checked off . i'm not sure why you would still be able to comment. yes i did refresh my webpage as well :/
That's strange. I am not sure why that is doing that if you unchecked the comment box. You may need to put in a site support ticket.
i ended up finding it i guess it was checked in in the quick edit menu lol little bugger thank you so much though
