Point them here or transfer them here. I've done it both ways and it works fine.
Pointing is quick and painless, transferring lets you manage everything in one place but requires a bit more work to complete.

The process to setting up your site with other hosting is similar. You will have a CPANEL that you can access and you install WP from there. Everything else will be the same :)

Is the purpose of the theme simply to select a website format? I am not understanding this right now so any help you can toss my way would be appreciated.

You use the term "Website Format" which is a bit too vague really. A theme is the fundamental structure of the site which is fairly important, but isn't the most important thing by a long way. The quality of your content is what you need to emphasise mostly, so please don't beat yourself up that much about selecting the very best theme right now.
Yes, the theme will dictate the layout of your site.
Some themes can be customized a lot, others can't.
It is quite common that people change their themes a few times until they are fully satisfied with it.
So don't waste too much time on that at the beginning.
Just choose one you like spontaneously.
As your site grows you will find out the direction your site is going and can choose the best theme for your site then.
