Yes it would be, but I was just wondering if that hurts the creator of the content. Reading the reactions below I guess it doesn't hurt the creator of the content.
I think that the author's ranking stays the same and the plagiarizer gets sandbagged. His content goes nowhere in the rankings. Google seems to be pretty firm about this policy, so don't worry about it. Just wow everyone with your creative and original content. You'll be glad you did. The more you write, the easier it becomes to write the original content you want to.
I agree with BHaran about what would happen. Google would probably recognize that it was copied and it would be damaging to the person taking content, not the creator.
I'm pretty sure Google would punish the publisher of the duplicate content without affecting your ranking.

I don't think it will hurt you if you are the original author of the content, it will eventually come back on the other person. Just my opinion.

If your content is 'first to market' and gets indexed by Google along with it ranked number one, then any plagiarized material would not outrank you because you got there first which essentially proves that you were the initial content creator.
Hi, Alan. Would duplication of affiliate disclosure statements affect one's ranking?
It's annoying how some affiliate programs require disclosure statements to be in proximity to the link, and I'm still thinking if I should do that since it will really disrupt the flow of the content and throw a monkey wrench into the design.

Similar to privacy policy pages, duplication of affiliate disclosure statements is OK as it is expected.
So, to clarify, your affiliate disclosure statement & privacy policy pages are OK to be duplicate.

Sign up for both, aljoli, as you will probably find items on both sites that you can affiliate market. More importantly than the affiliate marketing relationships though is the way you approach those affiliates. If you cover your site with affiliate widgets then you are an intermediary re-seller. That doesn't work very well. What you want to do is create a reason why people will click on your affiliate widgets to purchase something that they can just as easily by going directly to either Amazon or Ebay. The answer to that is CONTENT and approach. Good luck, aljoli. DAN

So you can't be an Amazon affiliate if you live in Missouri? That seems very weird, but I am just learning the ropes of all of this.
There are a number of states in the US were if you reside there you can't become an affiliate of Amazon. And I think the same goes for me as I live in a whole other country. I haven't researched it yet.
