Everyday I always go on google plus and +1 the new posts. When I do post comments I will sometimes click on some google adsense adds to help out the website owner.
My question is, do other click on others google adsense ads to help each other out? and should this be encouraged either openly or on the quiet if you know what I mean?

I don't think there is any issue with clicking on the ads, and I am sure a lot of people do it. The aim of the person advertising is to also get people to buy their product or visit their site, however I think they pay for the add by pay per click, so they will be charged for your click! Although I agree in principle...I would add that if the blog I am reading inspires me or is heartfelt I would be inclined to click on their ads...but I also need to be aware that the advertiser needs business too the same as us...if someone clicks to my site of course I want them to buy........you get the drift.
