For Google Ads, start your bids at under $0.50 regardless of it Google Ads says it's lower than 1st page bid. See if you get clicks/conversions, if you do, keep it as is. If not, then slowly raise the bids.
For Microsoft ads, start bids at under $0.20. Same idea as Google Ads for bids, although Microsoft Ads won't show you if your keywords are under 1st page bids but you'll still likely get clicks for those low bids anyway.

Thanks for the explanation. I thought since Google Ads were showing my keywords in red because they were below the normal bid meant that they weren't allowing my ad to be shown. But after watching this video, the red is a suggestion on how to get your ad on the first page if you spend more, but if I only do $0.50, my ad is still eligible to be shown on other pages in Google. It makes since now.
