I think you're asking two different questions. A TLD (top level domain) refers to the extension. dot com, dot net, dot org, and has nothing to do with the actual name of the domain. So, you could have the name renee-townsend.com and it'd be a top level domain as much as reneetownsend.com.
The other issue is the matter of ranking. Would a hyphenated name be ranked by Google? The answer is yes. Google tries to have its hands in everything that's happening on the web. It'll even rank a domain built through siterubix.com, which would not be a TLD.
How a hyphenated name compares with a non-hyphenated name in terms of ranking is another question. Some say that hyphenated names may not fair as well as non-hyphenated names. However, I don't think there's anything officially out there in regards to that matter.
Hi Vistamark - LRenee sums the point up beautifully. I would just like to add that a hyphenated domain does not cause any signicant problems with Google rankings, however, it may affect how people remember a name - for example:
abcshopping.com v a-b-c-shopping.com
most people do not think of using hyphens or numbers or in domains
such as gre8t.com v great.com
