This is similar to plagiarism, unlike plagiarism where writers lift articles and use it without reference to the author, Article spinning involves using software to re-phrase articles so that they look unique.
Writers who do this just want to avoid been detected by a plagiarism tool. Most of this software is not able to generate human-friendly articles. The articles are difficult to read and comprehend. Rather than do this you can hire a qualified writer to do the job for you when you are not free.
10) Keyword Stuffing
This is another very popular black hat technique. But search engines are now smarter than such cheap ways of climbing the ranks. It is a practice where marketers fill their content with keywords and different variation of these keywords even at spots where the keywords are not relevant.
You will agree with me that the result of such practice is poor user experience. Users will find it difficult to read your content.
The best practice is to conduct keyword research and select a keyword with low competition and moderate search value.
11) Link Switch and Bait
Working towards gaining inbound links to some pages on your website and now linking these pages to other pages on your website is a good SEO strategy.
But some marketers will gain an inbound link to specific pages on their website. Instead of creating more content on other pages, they now replace content on these pages with adverts or other unrelated content.
Avoid such malicious practice. It is a black hat technique that will lead to loose of confidence and trust from your readers.

Links are a ranking factor for websites. Search engines are in the practice of ranking sites by the number of websites pointing to your website. Some marketers abuse this by creating a link farm.
What is a link farm?
A link farm is a collection of websites created for the sole aim of building links. They all congregate and link up to one site for ranking purposes. They have multiple links but low-quality content. In building these links, they ensure they contain the specific keyword they intend ranking for.
Google has continued to improve in technology and tactics. They can uncover a link farm. Instead of creating a link farm, concentrate on creating good content backed up with graphs, data, and if possible interviews. It will make it easy to acquire backlinks.
In the old days, Cloaking was called Bait and Switch, while the copied content you describe as one type of Poor Content was called Plagiarism.
I've always been disgusted when people do these things, and am glad to know these create a loss in the long run for the Cheaters.

The black hat techniques are not focused at providing value to the audience rather they concentrating on ranking on search engine.
In the short term they seam go generate result but in the long run they lead to customer dissatisfaction, lose in authority, trust and search engine ranking.
